If the Timeclock Report shows 0.00 instead of the employees base rate setup in Contacts -> Employees -> Edit Employees go to Admin -> Setup Payroll -> General Factors. Put in a minimum multiplier of "1" for the 2nd and 3rd shift multiplier.
