Allow Customer Signup on B2B Site
Go to Admin -> Setup Receivables -> Company Options -> B2B (tab).
Check the "Allow Customers to Sign Up on B2B Site" box. This allows CUSTOMERS to sign up.
Then create a B2B user by going to Contacts -> Customers -> B2B Users.
Currently a vendor signup is not a feature.
